Not only that, but also you cannot activate your copy from the beth-store on steam to get steam tradings cards, and also you can't buy the upgrade from steam and apply it to your bethesda account.
I find myself to be fairly annoyed with all of the different releases and their respective bonuses. I bought the Imperial Edition after the game's release, thinking that I could no longer get the Explorer's Pack. When I realized that the Explorer's Pack came in the form of a code, I bought one, went back and forth with two different customer support teams, and ultimately could not redeem it. The game kept returning an error saying that I already owned the content. Having the ability to make any race for any faction would have been wonderful.
I use Steam for many of my other games, and would have liked overlay functionality and trading cards. Not to mention that people who purchase the Steam version get the Wolfhound vanity pet.
With all this being said, I'll eventually get over the loss of Scuttler/Wolfhound/race options. I hope this brings in more players so that ESO can grow.
Yes well I wish you all the best with it. I hope it does bring more players into the fold. I'll continue to sit this chapter out myself as the game really doesn't appeal to me, despite being a fan of the setting and a fan of RvR.
Yeah the Quakecon specials on steam are nice at the moment.
As a long-time Steam user, Steam exclusive items are the norm. I too would have like to earn the trading cards. Since I'm a fairly active trader, I'm sure it won't take me long to get these though.

EDIT: That didn't take long; I have all eight (traded for CS:GO cards) and ready to craft badge during the Winter Sale. Getting the foil versions looks a bit expensive right now.
I think STEAM requested something exclusive to STREAM orders as part of the deal. Which is understandable if you think about it, it adds to the value of being an active STREAM user and customer.
From ZOS's stand point, they might not want to make the digital pet exclusive but STEAM wants it to be so.
