Here is my current build for my 17th level Templar. I have set up his weapon swaps to have a 2-hander doing single target damage and resto staff doing AoE damage. The single target line is Stamina based skills, and the AoE is magicka based. I have ~750 health, ~550 magicka and ~430 stamina, with 5 Heavy/2 Light. I feel pretty good about the AoE line as I have the morphs for those abilities, but the single target line seems really weak. Neither line seems very sustainable to me, and I often find I am snaring and kiting harder bosses.

Any suggestions would be appreciated.

I would put a magicka based ability with good single target damage on your main bar in place of soul trap. You don't really need to have that on your bar all the time. it's a very weak spell for damage.

I suggest putting reflective light there instead. It will be on both bars, but that's ok for leveling. You could also replace critical rush with focused charge, since it uses magicka.

I should mention that at level 19, it only takes me about 3 attacks to kill an even-level target with a twohander. I don't even have to use my spells most of the time.

Wrecking Blow -> Heavy Attack -> Executioner

That combo will do about 500-600 damage with a green level 18 weapon.

What I have on my Templar bar is stampede, Brawler, Puncturing Sweep

then 4 and 5 slot I have soul trap and blood alter.

I can solo level 25 mobs when I was level 17 with just those three attacks in at least 5 hit's.

Stampede will take even level mobs 60% health just at the start of the fight.

in Ava I squished a even level (20) looked like a plate wearing sorc had full health before starting the fight (he/she saw me coming) by the time they had time to react I was running off with their Alliance Points.

Too many Stamina abilities on bar one, that's why you are having troubles sustaining while using it.

I'd drop Soul Trap - It's not very good outside of filling soulstones.

I'd drop Silver Bolts - It's not that good outside of Daedra/Undead and as a Stamina Dump for pure casters.  You can sub this back in for one of your 2H attacks if you end up needing it.

I'd also drop one of the 3 2H attacks.

If you dropped the charge you could replace it with the Magicka Templar Charge if you feel you need a charge.  Otherwise you could add in Biting Jabs or Reflective Light.  Solar Barrage might not be a bad idea also.  Perhaps even swap another 2H ability for Cleave (morphed to Brawler).

You now have a nice AoE bar, Solar Barrage works great with Reflective Light and Brawler but won't give its bonus to Puncturing Strikes.

Then I'd take another look at bar 2, you're resto staff but not using any resto staff abilities - which isn't necessarily bad since resto staff does bring other stuff to the table (+10% damage while at full health and 10% Magicka return on completing a heavy attack).  It also allows you to level up the skill for later levels.  But if you're not needing any of those things maybe look at running something else - Bow would be good here.

If you stay resto I would put regeneration on your bar and maybe try to move Honor the Dead to Bar 1 so you have a healing option there (if there is room).  You don't have a ton of great single target options in Templar (especially if you morphed to Solar Barrage and Reflective Light) which is why I probably wouldn't use Resto Staff in this setup.

If you go Bow then Venom Arrow and Magnum Shot would make great additions to bar 2, maybe even Bombard.  You could also run Restoring Aura to help with Stamina Regen and Piercing Javelin would be a fine sub for Magnum Shot if you find yourself not having enough Stamina to go around.

If you're open to other ideas DW might work well instead of 2H, a combination of Blood Craze, Degeneration and Force Siphon can provide a really nice amount of sustain on single targets and Solar Barrage/BitingJabs/Whirlwind/CrescentSweep is a ton of AoE - always try to follow up Solar Barrage with Crescent Sweep because it has a much higher Damage coefficient than your other skills.

Sorry if I you feel I took your build idea and threw it out (kinda suggesting to go dw/bow over 2h/resto) as that wasn't my intention at all just kinda putting some ideas out there.

I hit 18 and made myself new gear. I now have about 600 stamina and magicka, and I am getting the 3 hit kills Orsan mentioned. I think I am going to get to 20 and take a jaunt through the area dungeon before I change anything drastic.

I also play a heavy templar heavy two-handed. Ill post my build later.. but my suggestion is for your knock back / interrupt ability on your first bar. I use piercing Javalin instead of uppercut. It might do a little bit less damage but it doesn't use stamina, so your rotation will be more sustainable and it gives you a dependable ranged interrupt knockback ( interrupts samething here?) - something I find invaluable. - M.
