Adding recipes to the site.

I was reading in an ask the elders, that we can add recipes to the site to receive discovery points. I have not found a guide on how to do that, or figured it out on my own. How do I add a crafting recipe to the website?

This is a great video for adding stuff.  I have one question though.  How do you add a new base material?  At 19:04 in the video there was a good overview of the types of material.  I don't see the option for a base material though in the drop down menu.  With the ability to salvage weapons for non-craftable inscriptions and new crafting materials being available in the living story events, how do we get the base items added?

Elders have to add new materials as they are the baseline of pricing  that every material to follow is based off of.
