You mean is there are way to search in ESO by @name and see what guild that person is in? If so no, I don't think there is any player search function like that.
They currently do not have the function in game to do it the way you ask. The only way to look at the family is check our guild roster in game. If you mouse over the @name it will show you what character the @name is currently logged in as.
