Figured out a few things about these in the process of trying to add to my talent pool.

At level 20 you will acquire a quest that teaches how this works. You will capture a beast in a seal stone and then apply it to your talent pool.

All familiars have different levels of talent points. These points do not change no matter what level your pet is, at least from what I've seen into the 20+ range, so there is no need to level the beast you want, you just need to tame it and have the appropriate seal stone on hand. 

Have your inventory and your char info open to the talents tab (this shows up when you are L20) and then drag the sealed familiar into the bubble at the top. A popup window will ask if you want to add this to your talent pool. If you are sure, click yes. You will see the bubble start to fill up with blue. A number underneath will give the number of talents you have and the total you can hold at the time.

You can only add one talent every 5 levels and you can only have a total of 8 picked. The choices are from three groups with 6 consecutive skills each you can acquire. At this time it does not let you see what the next talent will do:  however, you can see how the primary stat is increased as you add talents from that tree.

The other restriction is that you have to be L30 before you can chose the second talent from a group.

The cost of each consecutive talent in a group costs more points to acquire, but your total pool points will be increased as you level. I think they have done a pretty good job so far with the game as far as everything seem to work out at the right leveling point, including how quests keep you in the right area for level.

We won't be able to delve far into this until they give us the L35 update later in July, but at least here is a quick note on how it works.
