The build idea is to create a very versatile high DPS sorcerer which can act as backup healer as well. The build uses no pets (after the first 5-6 levels), and makes use of both magicka and stamina for damage. It can work as either single-target DPS, AoE DPS, CC, or healer (although probably not as a main healer).

Lower levels: You should start by getting a bow and the following skills Poison Arrow, Mages Fury and Crystal Shard out of the start area. Get the Unstable Minion as well first chance you get, and keep it on the bar (to level Daedric Summoning, we will not be using the pet for too long). These skills will take you all the way to level 10 easy. A typical combat sequence is like this: open from hiding with a heavy bow shot (automatic crit), follow with crystal (knocks them down for 2 seconds), then poison arrow and mages fury. Usually this will finish off any normal mob in the 2-3 seconds it takes to fire them all.
As you get more skill points advance your bow to get Volley (useful against ranged mobs), and then at bow 14 you get Scatter Shot, which is very good at keeping melee at distance and also disoriented for a few seconds. Next get Daedric Curse, and replace the pet with it. From the sorcerer skill trees get Encase (a bit expensive, but useful at low levels when dealing with more than one mob, especially melee ones). As soon as you can get a point in Lightining Form, it provides very good protection. Once you get Daedric Curse, use it right after the heavy bow shot, and follow up with the Crystal Shard. By the time the mob recovers from the knock-down and is on its way to you, the curse will trigger and you can finish it off with Mages Furry. Also get the Storm Atronarch ultimate when you get a chance (at 12 Daedric Summoning) - it will be quite useful against bosses or larger groups. From level 10 to 15 try to keep all skill trees balanced (keep one of each line on the bar). The main morphs you want early are Poison arrow -> Venom Arrow (Interrupt), and Mages Fury -> Endless Fury (get magicka back on kill). At 15 get a resto staff and start using it. Get to level 4 as soon as you can and get the regeneration skill (the second skill in the tree) - a very useful self-heal.

One of the advantages of this build is its versatility: you can adapt your strategy (and change your skill bar to match) to the mobs in the area you are fighting. A typical set of skills I use a lot while levelling solo is this:

On the bow skill bar I use Venom Arrow (ranged interrupt for those pesky healers and mages), another bow skill depending upon the circumstances (Scatter Shot most often to push back and disorient melee chargers), Crystal Shard (morph to Crystal Fragments when you get the chance) to knock them down, Daedric Curse (morphed to Velocious Curse when you can), and Mages Fury (morphed to return magicka on kill) to finish them off. Storm Atronarch ultimate, used for bosses or if I get in trouble.

On the restoration staff skill bar I use a healing spell (depending on the situation, but regeneration most often). For damage I use silver shots (Fighter's guild skill, uses stamina), Daedric Curse and Mages Fury, as well as another damage spell from the lightning tree (either Lightning Splash or Surge). Depending on the situation I may switch Daedric Curse for the Lighning Form for protection. On this bar the ultimate skill is Overload. Surge and Oveload work very well together.

The bow skill bar is very efficient against single targets or groups of 2/3. The first target is dead in 2-3 seconds, so pick the ranged ones first, healers are top priority. Open with heavy shot from hiding, followed by the Daedric Curse and the Crystal Shard. This should take care of this target when the curse triggers. If need be use Mages Fury to finish them off and get some magicka back. If any melee comes close, it is now a good time to scatter them, then apply curse and crystal while they are disoriented, finish off with Mages Fury. If dealing with enemies immune to CC like gargoyles, dwemer centurions, some bosses, etc, swap scatter shot for lightning form (usually you need the extra protection against these heavy hitters).

The resto staff skills are intended more for AoE or daedra/undead areas - Silver Bolts is very effective against these: aside from knocking them down it has a small chance to deal a lot of damage (usually one-shot killing them). To use AoE hit one with a heavy attack or the daedric curse, then as they close on you, use the lightning splash (and lightning form if you slot it), then if there are 3 or more of them, turn on your ultimate (Overload) and use heavy attacks to damage all in front of you. If you have ranged enemies as well, make them a priority (cast curse and splash on them and close in on them, the melee will come to you). Heal yourself as needed (sometimes is good to cast regen just before engaging).

You can change the resto staff skill bar from AoE to single target DPS for boss fights by using Silver Bolts, Daedric Curse, Crystal Shard (or lightning form), Mages Fury and a healing spell. It is very effective against undead or daedric enemies. I used this skill bar in PTS against a certain main story big boss, which many had issues with and I took him down the first time with no deaths and no sweat.

An example of a bow skill bar to use for AoE is using Encase, Volley (if possible morphed to Scorched Earth), Daedric Curse or Daedric Mines (later), Lightning Form, and Mages Fury. It is devastating against groups of many lower health creatures (such as the armies of small crabs in Fungal Grotto). Encase roots them for ~5 seconds, time in which you can fire the Scorched Earth on top of them twice. Repeat this sequence two or three times and they are all good and roasted. Add in the curse and/or daedric mines, and the lighting form for when they get closer.
For AvA (PvP) I switch the resto bar to full healing (once I get the skills and at least a few of the passives). I keep the bow skill bar at single-target DPS usually (but it is up if you wish to CC or AoE instead). Depends also if you are defending or attacking, and the size and purpose of your group.

The different builds you can do with this weapons combination are quite good, DPS-wise as you can use both magicka and stamina, and alternating the two types of attacks will allow the other to start regening a bit (in prolonged fights use the resto staff heavy attacks to regen magicka and some health). You can also function as a healer later in life, if you get all resto staff skills and pasives (and choose to go this way). To start with, you just need to get the second skill (regeneration). By the time you hit veteran ranks you should have all sorcerer skill trees, bow and resto staff, as well as light armor and some of the heavy armor and all racial skill trees maxed out, or very close to (assuming you do all quests and get all skyshards). You should get some of the guild skills (some skills and some passives in Fighter's Guild and the Mages Light one are useful).

My attribute points are added in all three mana:health:stamina, using a ratio of 1:2:1, with health getting the 2. I use 5 light and 2 heavy armor pieces with a combination of +health/stamina/magicka, and +regen mana and stamina jewellery. In PTS I went with this build to VR ranks and it scales very well. You can use try quite a few different combinations, some good skills to try are: runic prison, daedric mines, volley and snipe in AvA, and so on. I used a Breton for this build for the great magicka racial pasives.

@Voidstar in game - if you have any question I would be happy to answer.

Nice build, Bow is such a good weapon for a Sorc.

I'd suggest the following tweaks:

Dropping silver bolts unless you're in an area with undead/daedra.

Putting Crystal Shard on both bars so you can abuse the proc everytime it comes up.

I'd run 7 light, or 5 light/2 medium rather than using heavy - the medium will get you some crit chance on your bow attacks.

Lastly, you say Surge works well with overload - unfortunately it doesn't =(  Surge increases Weapon Damage and when Overload is active your Basic Attacks don't scale off of Weapon Damage anymore.  Surge is still amazing though.

Oh, one other last point - Destro Staff... I can't imagine playing a Sorc without access to Impulse for when I want to AoE.  It's a 38 req skill so it takes some work to get there but I'd consider D.Staff as a 3rd weapon option to sub to in certain situations.

I also like the build but agree with Mystborn.  Silver bolts is almost a must for me but only when fighting Daedra and undead although when I get high enough in Fighter's Guild to make the skills work on werewolves it may also be on my bar for AvA since I fear the amount of Vampires and werewolves I will see in there.

I run with the bow a lot on my sorc and use it in conjunction with Volley, Lightning Splash, Arrow Spay on groups of 3-4 mobs which really quickly dispatches them quite easily.  For RP purposes I don't use pets and I only have a couple of pieces of light armor (I'm a wood elf and won't harvest plants so I wear mainly medium armor - also I am more of an assassin sorc - sneaky shoot them in the back.)

I have leveled  dual wield, destroy staff, bow, and will be working on resto staff also.  I believe the more options you can give yourself the better off you are.  So as Mystborn stated - learning destro staff can be fun and rewarding.
