So this isn't a build that I came up with but I figured I'd post it here for anyone who was interested. With decent gear (mostly crafted) I am able to pull 7k single target in SL Experts with a pretty simple rotation. Any who, here's the build and the macros / rotation.

The rotation:
Single Target:
Start with the Charged Pulse macro until you have three attack points then use the Skyfall macro (you may need to press this twice for the finisher if Focused Fire is not on CD). Follow that with the Lightning Torrent macro and let the spell finish. Then press the Lightning Torrent macro again to trigger Electricity Cascade. If EC isn't up then press the Skyfall macro to use your attack points. Repeat this process until everything is dead.
AoE:
Typically I like to start with the Storm Torrent macro. However, be aware of your surroundings, Storm Torrent is a front cone AoE and could damage things you weren't intending to pull yet. If you are in a situation where a cone AoE would be bad then don't use it, just go straight to using a non-macro version of Offensive Blast. Either way, build up three attack points then hit the Chain Pulse macro. Repeat till everything is dead.
Utility:
I like to keep a few utility abilities on my bars so I can help with stuns and interupts as well as some things to help me avoid death (self heal, self shield, and feign death). These are completely up to you, but I find them to be helpful.
Buffs:
I keep these up all the time: Focus of Body, Empower, Wavelength, Enhanced Conductivity, Way of the River, and Storm Blade. Also, if you have the points, try and keep Keen Edge up for the extra AP.
